CUA amended to set up two CUs in J&K

JAMMU, Oct 23: President Pratibha Devisingh Patil today promulgated an Ordinance to amend the Central Universities Act, 2009 paving the way for setting up two Central Universities in the State—one in Jammu province and another in Kashmir—thus meeting aspirations of the two regions. The Ordinance was issued by the President of India after it was approved by the Union Cabinet as Parliament was not in the session, official sources told the Excelsior.

The Ordinance, as per the legal practice, is placed before the Parliament whenever it meets for its nod. Sources said the Central Government decided to go for an Ordinance as there were still more than 20 days left for the beginning of winter session of Parliament

A copy of the Ordinance, available with the Excelsior, said: "whereas Parliament is not in session and the President is satisfied that circumstances exist which render it necessary for her to take immediate action. Therefore, in exercise of the powers conferred by Clause (I) of Article 123 of the Constitution, the President is pleased to promulgate the Ordinance which would be called the Central Universities (Amendment) Ordinance, 2009".

Section 3A has been added after Section 3 of the Central Universities Act, 2009.

Section 3A states that the Central University of Jammu and Kashmir established under Sub-Section (4) of Section 3 shall be known as the Central University of Kashmir and its territorial jurisdiction shall be limited to Kashmir division of Jammu and Kashmir.

"Another University shall be established, which shall be a body corporate, to be known as the Central University of Jammu having its territorial jurisdiction extending to Jammu division of the State of J&K", it said.

It added that all assets and liabilities of the Central University of Jammu and Kashmir in respect of the territory of Jammu division of the State shall stand transferred to be the assets and liabilities of the Central University of Jammu.

"Anything done or any action taken by the University of Jammu and Kashmir in respect of the territory of Jammu division of the State shall be deemed to have been done or taken by the Central University of Jammu", the Ordinance read.

It said: "any suit or legal proceedings instituted or continued by or against the Central Universities of Jammu and Kashmir in respect of the territory of Jammu division of the State shall be deemed to be instituted or continued by or against of the Central University of Jammu".

According to the Ordinance, insertion of Section 3A after Section 3 of Central Universities Act will be a special provision with respect to the State of Jammu and Kashmir.

The Ordinance was today published in the Extraordinary Gazette of India.

According to sources, an amendment in the Central Universities Act, 2009 was necessitated as it provided for setting up of only one Central University in a State. The Centre had sanctioned 15 Central Universities in as many States including J&K.

However, trouble brewed up in Jammu after the State Government set up the office of University in Srinagar. Prof Abdul Wahid was appointed as the Vice Chancellor.

Students of educational institutions took to streets and Central University Andolan Samiti (CUAS) was set up to spearhead the agitation in Jammu region to get the Central University on the claim that it was sanctioned for Jammu while Kashmir valley was given the IIM.

Chief Minister Omar Abdullah led a high level Ministerial team to New Delhi and met Prime Minister Dr Manmohan Singh, UPA chairperson Sonia Gandhi, Human Resources and Development Minister Kapil Sibal and others seeking two Central Universities for the State.

Finally, it was on September 25 that Mr Sibal announced the Centre Government’s decision to sanction two Central Universities to Jammu and Kashmir as a special case keeping in view the regional aspirations. However, while granting two Central Universities to the State, the Centre dropped the proposal to give an IIM to the State. The Centre would divert the money for setting up of IIM for the purpose of additional Central University in the State.

According to sources, 11 out of 15 Central Universities have already started running their classes.

Meanwhile, Revenue Minister Raman Bhalla told the Excelsior that the Centre has been requested to depute a team at the earliest for inspection of three sites each for setting up the Central Universities in Jammu and Kashmir divisions.

Most likely, the Central University for Kashmir would be set up in Chief Minister Omar Abdullah’s Ganderbal Assembly segment while the Central University for Jammu could go to Samba district, sources said but added that a final decision vests with the Central team which has to take several issues into consideration like distance to the Central University from Airport, hospital, national highway and colleges etc.

Family warns self immolation: CJM hands over Rajneesh case to CB

JAMMU, Oct 14: Chief Judicial Magistrate (CJM) Jammu today directed the Crime Branch to investigate the alleged custodial death of a youth Rajneesh Sharma at Ram Munshi Bagh Police Station and submit the report at the earliest while as mother, wife and brother of the deceased have warned of self-immolation if the Government failed to provide them justice.

The directions to Crime Branch were passed in a complaint under Section 156 (3) CrPC filed by Anchal Sharma, alias Amina Yousaf, wife of deceased Rajneesh Sharma and his mother Raj Kumari Sharma, wife of late Nanak Chand against SHO Ram Munshi Bagh Police Station and others.

After hearing Advocates Leela Karan Sharma and Vishal Sharma appearing for the complainants, Chief Judicial Magistrate, Y P Bourney said, "in the complaint serious allegations have been leveled against police officers for having allegedly acted as hired goons of the private respondents. So the matter is required to be investigated by the Crime Branch as a youth has lost life in the police custody".

With these observations, the CJM forwarded the complaint to Incharge Police Station Crime Branch for investigation into the allegedly custodial death of Rajneesh Sharma.

In the complaint, the family has prayed for registration of case against the alleged accused namely Mushtaq Ali, SHO P/S Ram Munshi Bagh Srinagar, Abdul Qayoom, ASI P/S Ram Munshi Bagh Srinagar, Mohd Yousaf Marazi, Tariq Ahmed Marazi, Javid Ahmed Marazi, Javid Riaz Bedar, SSP Srinagar, SP Srinagar, SDPO and staff of P/S Ram Munshi Bagh Srinagar, SHO P/S Bakshi Nagar and SDPO West and demanded stern action against them for custodial killing of innocent youth Rajneesh.

Meanwhile, Anchal Sharma, Raj Kumari Sharma and Pawan Sharma have warned of self-immolation if they failed to get justice from the Government, which, according to them, has not shown any seriousness so far to punish the guilty. The family has also refused to take any compensation and compassionate jobs from the Government.

"It is very painful that even after 10 days of Rajneesh’s custodial killing all the accused persons have been moving freely", they said in a joint press conference at their residence this afternoon, adding "this clearly indicates that Government wants to stifle our voice by offering Rs 3 lakh compensation and two jobs as SPOs".

Making it clear that they will not accept any compensation from the Government till stern action is taken against the accused persons, they gave three days time to the Government for handing over the case to Central Bureau of Investigation (CBI) failing which they will start protest outside the Parliament for seeking the intervention of Prime Minister.

"If we fail to get attention of Prime Minister, we will be left with no other option but to go in for self-immolation and for the same only Government will be responsible", they further said.

Nagar, brothers declared as proclaimed offenders

JAMMU, Oct 21: Chief Judicial Magistrate (CJM), Jammu, Y P Bourney today issued a proclamation declaring all three contractor brothers—Choudhary Nagar Singh, Rakesh Singh and Ujjagar (Jaggar) Singh as proclaimed offenders (Ishtihari Mujrim) and directed that the proclamation should be pasted in towns, villages and houses and published in Government gazette and local dailies.

The Special Investigating Team (SIT), probing Amandeep murder case and fudging of weapon of offence and related crimes by arrested police and FSL officials and Choudhary brothers, had moved an application before the CJM few days back seeking declaration of three brothers as proclaimed offenders under Section 87 CrPC as they had been evading arrest for the past over one month.

Sources described declaration of three influential contractors as proclaimed offenders as a major achievement of DIG Jammu-Kathua range Farooq Khan headed SIT which carried out investigations in the case in a professional manner and was about to present the challan in the case in the court of law within the next few days.

The CJM Jammu order said: "a complaint has been made before me that Nagar Singh alias Nago, Rakesh Singh and Jaggar Singh, sons of Kohla Ram, residents of Gandhi Nagar and Satwari are suspected to have committed the offence under Sections 302/34/201/120-B/409 RPC and 3/25/27 Arms Act.

"It has been shown to my satisfaction that the said accused have been concealing themselves to avoid the service of said warrant. Proclamation is hereby made at the said accused persons, who are required to appear/surrender at Jammu before this court or Incharge SIT to answer the said complaint/allegations on or before 20-11-2009".

Sources said if the trio are not arrested or they didn’t surrender within the period of one month, the process under Section 88 CrPC would be initiated to attach their property.

The CJM Jammu directed that the proclamation should be publicly read in conspicuous place of towns, villages, houses and its copies affixed at court house and published in the Government gazette and local dailies in wide circulation.

Chief Prosecuting Officer (CPO) Pawan Khajuria, appearing for the SIT, submitted before the court that the accused have disappeared from their houses and were hiding themselves to evade the execution of process of law. He placed on record the warrants and reports recorded together with several reports of raids conducted at several places in their search.

Meanwhile, Senior Advocate Sunil Sethi has also been appointed as Special Public Prosecutor in the case of corruption charges against all accused in Amandeep murder case.

Package for a price

By Sushil Vakil

After much dilly-dallying the Jammu and Kashmir government has announced the implementation of a special package for the Kashmiri Pandits living in exile for the last two decades. As a matter of fact, the relief and rehabilitation package was first unveiled by Prime Minister Mr Manmohan Singh himself when he visited the state last year. However, Mr Abdul Rahim Rather, Finance Minister informed the state Assembly last month that the government will provide 15,000 jobs in public and private sector, and financial package of Rs 7.5 lakhs for renovation and reconstruction of houses to Kashmiri Pandits who are willing to return to valley. So far, all was well but the condition-after return to valley- has raised many eye brows and attracted all round criticism.
Evidently, the package lacks empathy as the return this time around wouldn’t only make Kashmiri Pandits vulnerable to militant attacks but lead to another uprootment. Moreover, the ground level conditions suggest that there has been no significant decline in terrorist violence and infiltration from Pakistan side. The revival of militant attacks have not only sent disturbing signals to security brass only but to higher echelons of power as well.
The conditional package has created a realization among Kashmiri Pandits that the state government is not sincere in implementing the scheme conceived by the Centre for mitigating the sufferings of the community but is playing political games. Almost all the Kashmiri Pandit organizations have turned down the package as they don’t want it to be linked with return. They have also refused to cooperate with the Apex Committee formed on September 15 to monitor the effective implementation of Rs 1,618 crore taking it as a process of political blackmailing.
Kashmiri Pandits aver that instead of constituting Apex Committee the Government should be sincere in implementing employment package with age relaxation and enhancement of cash relief etc. to regain the confidence of the community. There is no denying the fact that many of the Kashmiri Pandits, are living in a pitiable condition in camps in Jammu, Delhi and some other places. Keeping in view the above facts the government must desist form such policies and show a humane approach to the problems of the displaced Pandits who are leading an exiled life for the last more than 20 years now.
It is unfortunate that Pandits are on roads for last several weeks protesting against the Government’s apathy towards employment, relief etc but there was no one from the government side to visit them and work out an amicable solution. Amazingly, instead of settling their problems of unemployment and enhancement of cash relief etc. the Government has constituted the Apex Committee to turn the attention from real issues. The Government must display sagacity by fulfilling the just demands of the community. This will be first confidence building measure towards the return of exiled people.
Not surprisingly, while many KP organizations including Panun Kashmir, All State Kashmiri Pandit Conference and others have disassociated themselves from the Apex Committee a plethora of other small groups are vying with each other for getting on board. The rat race for the political upmanship is likely to wreck the interests of the community.
Again, it is unfortunate that Delhi based mainline KP organizations, All India Kashmir Samaj and Kashmiri Samiti have not held any demonstration or strike in the capital city to express solidarity with hundreds of youth holding dharnas and demonstrations across Jammu. Instead of expressing their support and sympathies with their brethren fighting for community cause in Jammu they are paying courtesy visits to HM officials to fix meetings and photographic sessions. It is high time that all KP organizations come under one banner and ask for immediate relief. Otherwise the state government would, as usual, take the undue advantage of infighting among the KP leaders.
There is no denying the fact that Kashmiri Pandits’ present plight is due to the negligence of state government. If the state government has audacity to rehabilitate and resettle the militants and their families why it is dithering in rehabilitating the patriotic Kashmiri Pandits who are languishing in camps outside the valley.
This is the right time for all Kashmiri Pandit organizations to work in unison and coerce upon the centre and state government that the economic package be given to the displaced Pandits at present place and treat the return as a separate issue.

No place for separatist thought in J&K: PM

PTI | New Delhi

Prime Minister Manmohan Singh on Saturday said the recent elections in Jammu and Kashmir had demonstrated that separatist ideology has no place in the state and the Centre will work to ensure that human rights are respected in the region.

Elections to the Jammu and Kashmir assembly and the Lok Sabha elections were held in December and April-May respectively.

"People of all areas of the state have participated vigorously in both the elections. This is a proof that there is no place for separatist thought in Jammu and Kashmir," Singh said addressing the nation from the ramparts of the Red Fort on the occasion of the 63rd Independence Day.

He said the Centre would continue to assist the state government in improving governance in all parts of Jammu and Kashmir.

"It will be our endeavour to ensure that human rights are respected in the state and all its citizens are able to lead a life of peace and dignity in an environment of safety and security," Singh said.

"We respect the special assurances and concessions provided to Jammu and Kashmir in our Constitution. We will continue to honour these special provisions," the Prime Minister said.

Students up against Omar on University issue

By Devender Padha

JAMMU, July 25: With the State Government yet to finalize the location of Central University, the scholars and students of the region, under different banners, today continued to hold protest demonstrations in support of the establishment of the Varsity here, in Jammu.

The activists of Akhil Bhartiya Vidyarthi Parishad (ABVP) this morning assembled at MAM College and held a demonstration. They were joined by large number of college students, who voluntarily boycotted their classes on the call of ABVP leaders.

The students were addressed by Rajvir Manhas (ABVP, JU president), Yaseer Farooq Khan, Naseeb Ali, Gurdev Singh, Sukhwinder Singh and Zahir Khan.

Later, on the receipt of information about the presence of Minister for Higher Education Abdul Gani Malik at Govt College for Women (GCW) Gandhi Nagar, the ABVP activists led by Suresh Ajay Magotra, State Secretary, moved there and entered the college premises after jumping the boundary walls, as police deployed at the gate didn’t allow them to enter.

Thereafter, the Minister, who was chairing a meeting of college Principals, came out and listened to the students. They asked the minister to clear the mist over the location of Central University and also made it clear that if two Central Universities are opened in the State, then the equal number of IIMs must also be established.

Meanwhile, the ABVP activists torched the effigy of Chief Minister at GDC (Boys) Udhampur in protest against his Kashmir centric attitude. The students of the college also boycotted the classes. Similar, protest was also held in Akhnoor town.

Jammu Justice Movement (JJM) also lead protest demonstrations at several places, including SPMR Commerce College and GCW Gandhi Nagar. At SPMR Commerce College, the students led by JJM leaders torched the effigy of Chief Minister to register their protest.

Later, in the evening, Pushvinder Singh, Ranjeet Sharma, Sunil Sharma and Vikrant Singh attended a meeting organized by the district administration and expressed their demands related to Central University.

The JJM activists also held a demonstration at Vijaypur in Samba district. They blocked the National Highway (NH) and also burnt the effigy of Chief Minister.

The BJP leader and MLA Jammu West, Prof Chaman Lal Gupta has also criticized the Chief Minister for giving irresponsible statement over the issue of Central University. He termed his statement as an attempt to confuse the galleries in a bid to show that his Govt wants justice for all.

He suggested him to allow the sanctioned Central University to be opened as per the earlier decision and let try to have another one which could be opened at Srinagar. And, also asked to approach the Centre for another IIM for Jammu as well.

The former MLA Sat Pal Lakhotra has welcomed the statement of Chief Minister that his Govt has asked the Centre to sanction two Central Universities in the state but, advised him to establish the first one at Jammu and till then keep the administrative work at abeyance. He was chairing a meeting of Jammu and Kashmir Batwal Community Welfare Association.

Meanwhile, Kranti Dal also held a meeting over the issue and unanimously resolved to stand in favour of establishment of Varsity at Samba. They also welcomed the stand of PDP on the issue.

The State unit of Lok Jan Shakti Party (LJP) has also flayed the Chief Minister for adopting discriminatory attitude towards the Jammu region and warned the State Government not to push the people of Jammu for another agitation.

Opposition People's Democratic Party (PDP), which brought down the Ghulam Nabi Azad led Government last year over the issue of Amarnath land transfer, has again called for reviewing the duration of the annual Amarnath pilgrimage to protect the fragile ecology of area around the holy cave in South Kashmir Himalayas. "We must strategise our environmental concerns and put in place a plan for the purpose. Most important element of that plan will have to be strict regulation of the number of yatris and the duration," PDP president Mehbooba Mufti said in a letter to Governor N N Vohra, who is also chairman of the Shri Amarnath Shrine Board (SASB). Mehbooba's letter to Vohra, which was sent to the Governor yesterday and released to media today, has expressed concern over the likely impact of the large number of yatris on environment and safety of the pilgrims themselves....more

Jammu and Kashmir, the unfinished story (which everybody must know)

SYNOPSIS
In what manner and to what extent has religious disparity affected the conflict (ongoing and past) in the disputed region of Jammu and Kashmir?
The question arose and was decided so for three reasons.

1) The quantity and quality of information, from diverse sources:
Religion was the most controversial issue during Partition and remains so in related historical debates. Most historians of the Hindutva faction refer to religious 'evidence' or at the very least to religious matters as legitimate sources, repudiated by the secular historians.

2) The importance in relation to the conflict:
The issues most often debated are Muslim mosque and Hindu temple destruction, the legality and socio-economic ramifications of partition and territorial claims based on the notion of cultural and religious unity (Bharatavarsha). Even legal claims are heavily influenced by religious matters. I endeavoured to present this divisive issue as the central point upon which the debate rests by devoting the majority of my attention to it, relating it not to Jammu and Kashmir in particular, but to the broader Hindu-Muslim struggle as a whole (in order to demonstrate façade of politicking placed over what is, essentially, a conflict of ideologies in which both sides seek vengeance).

3) The intricacy and purpose of the debate:
As noted, there is a certain polarisation of stances within the debate into Hindutva and secular Marxist parties which naturally engenders a great deal of controversy. Moreover, with political backing in the form of the BJP (its policies less than favourable to the monotheistic and secular viewpoints the Marxist historians revere and/or defend) the issue acquires another dimension quite beyond the legitimacy of sources and narrative of individual perspectives. Indeed, this division into mutually hostile schools of thought is highly conducive to discussion of historical trends, which have their basis in either secularism or Hinduism - hence, the divergence. I have endeavoured to cover the politicisation of history with reference to the emergence of national ideals from colonialism, then Marxism and communalism from their respective predecessors (especially the reactionary communalist movement's coincidence with the rise of the BJP and what that has engendered in terms of the re-interpretation of history.

Dear Limstone Network..

Faith Freedom International is an organ providing a venue for ex-Muslims to express their views.

Leaving Islam is a crime punishable by death. We constantly receive death threats and most of us write anonymously to protect our lives and the lives of our loved ones. The instruction of Muhammad in regards to apostasy was clear. “whoever leaves Islam kill him.”

We left Islam and we oppose it. We oppose Islam because Islam advocates killing the non-Muslims and abuses the human rights of minorities and women. Islam expanded mostly by Jihad (holy war) and forced its way by killing the non-believers.

We reject Islam because the Quran tells Muslims to kill the disbelievers wherever they find them (2:191), murder them and treat them harshly (9:123), slay them (9:5), fight with them (8:65 ), strive against them with great endeavor (25:52), be stern with them because they belong to hell (66:9) and strike off their heads; then after making a “wide slaughter among them, carefully tie up the remaining captives” for ransom (47:4).

If you are a Christians or a Jws, the order is to subdue you and impose on you a penalty tax, after humiliating you (9:29) and if they resist, kill them.

We oppose Islam because the Quran is alien to freedom of belief and recognizes no other religion but Islam (3:85). It condemns those who do not believe to hellfire (5:10), calls them najis (filthy, untouchable, impure) (9:28), orders the Muslims to fight them until no other religion except Islam is left (2:193), slay or crucify or cut the hands and the feet of the unbelievers and to expel them from the land with disgrace.

It stresses that the disbelievers shall have a great punishment in the world hereafter (5:34) and figuratively depicts a horrendous chastisement for them stating that they will go to hell to drink boiling water (14:17), that they will be engulfed in smoke and flames like the wall and the roof of a tent and if they implore relief they will be granted water like melting brass that will scald their faces, (18:29) and that “garments of fire shall be cut and there shall be poured over their heads boiling water whereby whatever is in their bowels and skin shall be dissolved and they will be punished with hooked iron rods” (22:19).

It also prohibits Muslims to associate with their own brothers and fathers if they are non-believers (9:23), (3:28).

As for the women the book of Allah is emphatic that they are inferior to men and if they disobey their husbands the latter have the right to beat them (4:34). Their punishment for disobeying their husbands does not end there, because after they die they will go to hell (66:10). The Quran emphasizes the superiority of men by confirming that men have an advantage over the women (2:228). It not only denies women’s equal right to their inheritance (4:11-12), it also regards them as imbeciles and decrees that their testimony is not admissible in the court of law unless it is accompanied with the testimony of a man (2:282). This means that a woman who is raped cannot accuse her rapist unless she can produce a male witness. Muhammad allowed the Muslim men to marry up to four wives (although he himself had a score of them) and gave them license to enjoy their “right-hand possessions” (women captured in wars), as many as they can capture or afford to buy (4:3), even if the woman is married before being captured (4:24).

We oppose Islam and want to expose it and educate Muslims to leave it and embrace the human race in amity.

It is natural for the zealot Muslims to feel offended and want to silence us. We receive death threats on daily basis. See some of them here. Our site is also blocked in most Islamic countries. Muslims cannot stand the truth. They rather would silence us by force and if they can lay hand on us they will kill us.

Spamming:

Our site is not spamming. We have a weekly newsletter that we send to all those who subscribe. At the bottom of the newsletter there is a link to unsubscribe.

Muslims have tried in every conceivable way to silence us. The fact that you receive complaints about spamming is no surprise. Muslims are militants and relentless. They want your country and your freedom and they will do anything to silence us and get at what they want. It is through ignorance that they can succeed.

Muslims know that truth is the biggest enemy of Islam. They have tried in every conceivable way to stop faithfreedom.org. They used every trick in the book to shut us down.

I have left that door open. I would shut this site down if any Muslim can disprove any of my charges against Muhammad. I have accused the prophet of Islam of being a narcissist, a misogynist, a rapist, a pedophile, a lecher, a torturer, a mass murderer, a cult leader, an assassin, a terrorist, a looter and a mad man. I am offering $50,000 dollars to anyone who can disprove anyone of these charges.

So if Muslims don’t like what we write about their prophet and religion, all they have to do is prove one of these charges wrong and we shut down the site. But they can’t do that. Instead they resort to tricks. They write and complaint about spamming, in the hope to make you do their dirty work and shut us down.

We do not know who these people are who complain to you. Anyone can subscribe to our newsletter. All they have to do is to click on the “unsubscribe” link at the bottom of the newsletter.

I suggest you simply disregard the complaints you receive or even report them to FBI I bet these are the very people CIA and FBI are after. It is often the same few militant Muslims who own hundreds of email addresses for thier cyber terrorist operations. If the complaints of these people were real they could easily click on a link that says “unsubscribe” and end their subscription, that is assuming someone else subscribed them to the newsletter. I also noticed that the “unsubscribe” link in the sample newsletter that this person sent to you is missing. This shows how dishonest this person is. Please do not fall prey to Islamic machinations.

Muslims have launched a war to conquer the world. Please see this video. Please watch it. This is important and it is less than three minutes.

We are the ones who are sounding the clarion and awakening the world to be on guard against the danger of Islam. We are the ones who have put our lives in danger to protect your freedom and the future of your children. We are the ones who live in constant fear of being stabbed to death either in our own homes or in the streets to make sure that human civilization does not succumb to Islamic barbarity.

This is a war between civilization and barbarity, between evil and good and between truth and falsehood. Only truth can set us free. Please don’t fall prey to the deception and trick of Muslims. Faithfreedom.org is not involved in spamming. Those who write to you to complain have an ax to grind against us. These are the same people that are plotting to kill you and your family and to make Islam dominant. These are the very people who will slit your throat and will rape your wife. Yes they will rape your wife. Listen to this Muslim who says he will rape your wife. He is not saying this because he is a bad Muslim. This is what Muhammad did and it is part of Islamic history and teachings. It is in the Quran. (4:24).

I am publishing my response to you because I don’t know how much strength you have to stand against Islamic bullying. I want our readers to know what happened if we are suddenly cut off.

Anantnag to rename as Islamabad

March 25, 2009

Falgun Krushna Chaturdashi

Srinagar (J&K): Muslims in Kashmir are trying to remove all Hindu religious symbols and rename ancient places. Also hundreds of temples have been either encroached or destroyed. (Hindus, be prepare to foil the act of Muslims to give Islamic names to Hindu places!)

We are deeply anguished to learn that a bill has been introduced in the J&K assembly by the PDP, MLA Peerzada Manzoor Hussain proposing to change the name of historic Anantnag town to Islamabad. (Hindus should boycott anti-Hindu PDP in forthcoming elections!)

The mentality and intent behind the introduction of this bill is clearly to Islamize the entire nomenclature of the valley which has been a cradle of Hindu civilization for the last 5000 years.

This is part of the same process by which the names of 700 villages in the valley have been changed. Even the names of the landmarks like the Shankaracharya Hill has been changed to Takht-i-Sulaiman and the name of historic Hari Parbat has been changed to Koh-i-Maran. (Why do we need Muslim names like Aurangabad, Faridabad, Hyderabad, Ahmadnagar etc.? Now Hindus should come forward to elect such pro-Hindu candidates who will change all Muslim names to their original or pro-Hindu names!)

The officialdom seems to be colluding with these forces as we see the same in the proposed name of the Srinagar airport as Shaikh-ul-Alam airport. In the country we see a process of going back to the original and historical names but here we see a process of destroying history and historical names. Given a choice these forces would change the names of their ancestors even. (This is nothing but the outcome of pampering of Muslims by all political parties. Now Hindus should act to change this situation!)

PDP has all along followed an agenda of Islamic imperialism. It may be recalled that it was the same party whose patron was responsible for engineering the Anantnag riots against Kashmiri Pandits in 1986. (Hindus, remember PDP who engineered riots against Kashmiri Pandits. Hindus should teach proper lesson to such anti-Hindu PDP!)

Even the late Chief Minister G.M.Shah in an interview had indicted Mufti Sayed for fermenting Anantnag riots against Kashmiri Pandits to destabilize his government than.

The process of genocide and exodus started with the Anantnag riots of 1986 and culminated in the complete exodus of Kashmiri Hindus in 1990.

This mindset is visible in the statement of Mehbooba Mufti who recently said that the land from Panchtarni to amaranth belongs to Maliks, as if Amarnath was their personal fiefdom.

Why Varun and why not Geelani?

In August 2008, Syed Ali Shah Geelani, the Hurriyat Conference leader from Jammu & Kashmir, gave an interview that has not received the attention it deserved. He said, among other things, "The question of imposing an Islamic rule is different. Why do people object to it? If America and India can have democratic rule, others can have Communism, why object to Islamic rule?"

Presumably to avoid any misunderstanding, Geelani also said, "The creed of socialism and secularism should not touch our lives and we must be totally governed by the Quran and the Sunnat."

[Varun Gandhi [Images] has been gaoled for reportedly making provocative statements. Would any ministry, either in Delhi [Images] or in Srinagar [Images], ever dare apply the same draconian laws against the Hurriyat Conference chairman?]

Of course, elections were held in Jammu & Kashmir within months of Geelani's incendiary statements. But the polls have scarcely dampened militant activity in the state, nor do they seem to have notably reduced Geelani-like sentiments. We are now told that the assembly elections were about jobs and the trinity of 'bijli-sadak-pani', not about issues of identity.

The Hurriyat Conference leader's sentiments are shared by others across the world. Shortly after engineering the Taliban's [Images] ascent to power in the Swat Valley, Mullah Sufi Muhammad gleefully howled, ''We hate democracy. We want the occupation of Islam in the entire world. Islam does not permit democracy or elections.''

It is for Islamic scholars to take up the challenge implicit in that last statement. But if we look at the history of elections in Muslim-dominated nations it is hard to see how voting has led to more 'secular', more pluralistic societies.

How many times has Pakistan gone through the ritual of elections? Yet the Pakistan of today is notably less liberal, more hostile to the world at large than Ayub Khan's Pakistan of the 1960s.

Observers applauded when Sheikh Hasina's [Images] Awami League won the last election in Bangladesh. But the most notable event of her tenure to date has been the revolt of the Bangladesh Rifles, not confined to Dhaka but spread across a dozen cities. One of Sheikh Hasina's cabinet ministers, Faruk Khan, has admitted that the rebels were linked to the Jamayetul Mujahideen [Images] Bangladesh, a Muslim fundamentalist outfit. They obviously have as little respect for elections as Mullah Sufi Muhammad on the other end of the subcontinent.

We in India tend to think of Pakistan and Bangladesh only as smaller neighbours. In actuality they happen to be two of the four countries with the largest Muslim citizenry -- India and Indonesia being the other two. And "tiny" Afghanistan, as we think of it, is actually home to the eleventh largest Muslim population. (It is also larger in area than Iraq.)

Pakistan, Bangladesh, and Afghanistan are certainly no advertisement for elections being a shield against Muslim fundamentalism. How do other nations with a large Muslim population fare?

As it happens, some of the largest will be going to the polls this year. Indonesia, with the largest Muslim population on this planet, elects a new parliament on April 9 and a new president on July 8. (There may be runoff elections if nobody comes through with clear majorities in the first round.)

Iran, the principal Shia power and eighth overall in terms of Muslim population, elects a new president on June 12. The West expects little of Iran's polls. The ultimate arbiter is the Supreme Leader, Grand Ayatollah Sayyid Ali Hoseyni Khamenei no matter who sits in the president's chair. There is, however, more than the usual amount of interest in Indonesia -- partly because of President Obama's [Images] family links, partly because Indonesia is historically one of the most pluralistic Islamic societies.

Oddly, the influence of the more overtly Islamic, less 'liberal' Indonesian parties seems to be increasing over time as it moves from its history of dictatorship to elected governments. The Partai Keadilan Sejahtera (Justice and Prosperity Party) wants a central role for Islam without specifying what that means. The Partai Amanat Nasional (National Mandate Party) speaks out against the historic Hindu and Buddhist influence. Between them they hold 98 seats in the current lower house of parliament, and are generally expected to hold the balance of power in the next one (which will have a total strength of 560).

Indonesia, to be brutally honest, is not an opinion leader in the Muslim world, certainly not on the scale of a Saudi Arabia, an Iran, or an Egypt [Images]. But it is home to the least 'fundamentalist' school of Islam. If even Indonesia, that most liberal of Islamic nations, veers to a more puritanical form of Islam with each election, will other Muslim-majority nations act differently?

I come back to where I started. Are the likes of Syed Ali Shah Geelani and Mullah Sufi Muhammad correct in holding that Islam and electoral democracy stand at two ends of the spectrum? And if they are wrong -- as I hope they are -- where are the Muslim leaders that are telling them off?
